Customs Messages for November

November 13th, 2025
- The Trump Administration announced they have reached a series of frameworks for agreements with Latin American Countries.
- U.S.-Guatemala Framework:
- Guatemala has committed to addressing non-tariff barriers including in pharma, agricultural, and auto standards.
- Guatemala has also agreed to not implement a digital services tax and to protect IP and the environment.

- U.S.-Ecuador Framework:
- Ecuador has committed to reducing or eliminating tariffs in machinery, health products, chemicals, motor vehicles, and other industries.
- Ecuador will reduce non-tariff barriers in agriculture, trade facilitation, IP, and digital trade.

- U.S.-El Salvador Framework:
- El Salvador will address non-tariff barriers in pharma, remanufactured goods, and agriculture.
- El Salvador has also agreed to not implement a digital services tax and to protect labor rights and the environment.

- U.S.-Argentina Framework:
- Argentina will provide preferential market access for U.S. exports in medicine, chemicals, machinery, motor vehicles, agricultural products, and other sectors.
- Both counties commit to an improved bilateral market for beef.
- Argentina has also agreed to protect IP, labor rights, and the environment.

November 5, 2025

November 4, 2025
- President Trump in following up to his meeting with Chinese President Xi Jinping in South Korea on Oct. 30 signed an Executive Order this evening, Nov. 4, which lowers the tariff on Chinese imports entered for consumption, or withdrawn from a warehouse for consumption, on or after 12:01 a.m. ET on Nov. 10 from 20% to 10%.
- Accordingly, subchapter III of chapter 99 of the HTSUS shall be modified as follows by 12:01 a.m. ET on Nov. 10:
- (i) heading 9903.01.24 is amended by deleting “20%” each place that it appears and inserting “10%” in lieu thereof and by deleting “or U.S. note 2(w) to this subchapter”; and
- (ii) subdivision (u) of U.S. note 2 is modified by deleting “20%” and inserting “10%” in lieu thereof and by deleting “March 4, 2025” and inserting “November 10, 2025” in lieu thereof.
- In addition, the president signed a second Executive Order this evening that maintains the suspension of heightened reciprocal tariffs on imports from China until 12:01 a.m. ET on Nov. 10, 2026.
November 1, 2025
- The Trump Administration announced an economic deal with the PRC.

- Chinese actions under this agreement:
- Suspend export controls and increase licenses for rare earth metals.
- Suspend retaliatory tariffs and suspend non-tariff countermeasures taken since March 4th.
- Purchase at least 25 million metric tons of American soybeans for the next 3 years.
- Other actions.
- American actions under the deal:
- Lower the fentanyl tariffs by 10% of the cumulative rate.
- Extend the expiration of ‘certain’ Section 301 tariffs exclusions until November, 2026.
- Suspend the implementation of Expansion of End-User Controls to Cover Affiliates of Certain Listed Entities for one year.
- Suspend the implementation of the Section 301 investigation into China Shipbuilding.

- The Trump Administration announced that they have reached a critical minerals and rare earths deal framework with Japan. The U.S. and Japanese governments also agreed to keep implementing the July 22nd deal.

- Trump announced a 100% tariff on “branded or patented” pharmaceutical products for companies without U.S. manufacturing plants on Truth Social.
- The President also announced a 50% tariff on all kitchen cabinets, bathroom vanities, and associated products, and a 30% tariff on upholstered furniture.
- The President also announced a 25% tariff on heavy trucks.
- All tariffs above are expected on October 1st.
September 20th, 2025
- DOJ files an opening brief in the SCOTUS IEEPA Case. Oral arguments set November 5th.

- President Trump announced on Truth Social that he will implement a 25% tariff on Indian goods due to India buying Russian oil.
- President Trump signed an executive order suspending all de minimis exemptions. All imports under $800 will face the applicable tariff rate.

- The President has reached an agreement with the European Union. EU imports will face a 15% tariff while American industrial goods will not be tariffed by the EU.

- The President has reached an agreement with Japan that includes $550 billion of Japanese investment in America pharmaceuticals, shipbuilding, energy, and semiconductor industries.
July 22, 2025
- The U.S. has reached a trade agreement with the Philippines.
- 19% tariff on Philippine goods.
- 0% Tariff on American goods entering the Philippines.
- The U.S. has reached a trade agreement with Indonesia.
- Tariffs on Indonesian goods will be set at 19%.
- Indonesia will eliminate 99% of tariff barriers.

July 11, 2025
- President Trump announced that he is putting a 35% general tariff on Canadian goods excluding energy, fertilizers, and USMCA in August.
- He also announced a blanket tariff of 15-20% on other major trading partners.

- Trump announced on Truth Social a 50% tariff on copper starting on August 1st.
