February 19, 2025—President Trump called for reciprocal tariffs on all U.S. trading partners in a memorandum signed on February 13. The “Fair and Reciprocal Plan” directs his advisors to report any trade barriers for U.S. businesses to the President.

Reciprocal tariffs refer to tariffs—the taxes charged on imported goods—that the U.S. government plans to levy against global trading partners. The Plan aims to impose tariffs equal to anti-competitive trade practices set by foreign countries on U.S. goods, including tariffs and non-tariff barriers.

The scope of anti-competitive practices according to the Trump Administration may include trade barriers included in the U.S. Trade Representative’s Barriers Report (NTE), which covers trade barriers in 59 markets. The reports published during the first Trump Administration and last year’s report, might show which countries Trump will target.
