Trudeau Targets Chinese EVs with 100% Tariffs

August 28, 2024 – Canadian Prime Minister Justin Trudeau announced Monday that Canada will impose 100% tariffs on electric vehicle (EV) imports from China. This announcement follows a meeting with U.S. national security adviser Jake Sullivan.

A 25% tariff will be imposed on steel and aluminum imports from China.

The Canadian government also announced that it will launch a second 30-day consultation on other sectors including batteries and battery parts, semiconductors, solar products, and critical minerals.

GAO Report Update to DHS Includes Improper Drawback Claims

August 28, 2024 – The Government Accountability Office (GAO) sent a letter to Homeland Security Secretary Alejandro Mayorkas this month with an updated report that included the results of a review of improper drawback claims in 2023. The letter says that a U.S. Customs and Board Protection (CBP) review found it has denied more than 163-million dollars in improper drawback claims that year.

DHS is recommending that CBP keep a feature enabled in the Automated Commercial Environment (ACE) system that randomly targets drawback claims for review. The GAO report says that by enabling the claim targeting feature in ACE to randomly target claims for review, “CBP should be better positioned to protect U.S. trade revenue from improper payment of drawback claims.”

The GAO recommended more than 40 priority recommendations to DHS. The agency says DHS has implemented 16 of them so far. For details, read the GAO report update.

CBP Issues Interim Guidance on Updated ACAS Security Filing Requirements

August 28, 2024 – U.S. Customs and Border Protection (CBP) has issued an interim FAQ document to help importers understand the expectations of the agency’s new “Enhanced ACAS Security Filing” requirements.

CBP also published an updated Air Cargo Advance Screening (ACAS) Implementation Guide (IG) last week.

The FAQ document, which has not yet been published on the CBP website covers data requirements for Enhanced ACAS Security Filing, including party contact information, shipper account information, and optional data recommended to provide facilitation benefits.

U.S. Railroads Lift Embargoes after Work Stoppage Ends in Canada

August 28, 2024 – Cross-border movement of goods resumed this week after the Canada Industrial Relations Board ordered a halt to work stoppages on Saturday.

Last week, two Canadian railroads locked out union workers over troubled labor negotiations, triggering a work stoppage. In anticipation, U.S. railroads Norfolk Southern and BNSF Railway enacted embargoes on goods moving into the U.S. They lifted the embargoes after the Canadian government issued binding arbitration and a continuation of existing contracts.
